Can a pool inspector do a pre-inspection?
No. QBCC's fact sheet, effective June 2026, says that if a pool safety inspector inspects a regulated pool, they must give the owner either a pool safety certificate or a nonconformity notice, even if the visit is called a consultation, advisory visit or informal check.
What QBCC says
The fact sheet says an inspector can't avoid their obligations by calling a visit "advisory" or by declaring they are "not acting as a pool safety inspector". Whether an inspection has happened depends on what the inspector does. Activities that may indicate an inspection include assessing a barrier's compliance, taking measurements, testing gates and latches, assessing non-climbable zones, identifying nonconformities, and forming or communicating a view about whether a pool complies or is likely to. What an inspector can still do
QBCC says an inspector may:
- give general advice on proposed fencing, landscaping or future designs,
- discuss the legislation in general terms,
- explain likely compliance issues for proposed works.
That is only so long as they are not inspecting the barrier, taking measurements or forming a view on whether the pool complies.
What this means for you
- If you book an inspector, expect a certificate or a nonconformity notice at the end of the visit, and ask whether a re-inspection is quoted separately. What it costs.
- If you want to find problems first, you can check your own barrier. The main rules and non-climbable zones are the usual trouble spots.
- If you are planning new fencing or landscaping, an inspector can give general advice on the plan before you build.
PoolPreCert's self-check isn't an inspection and doesn't say whether your pool complies. It records what you check and photograph so you can fix likely problems. A licensed pool safety inspector decides.
Prepare for the real inspection
Walk around your pool with your phone, mark each check Looks OK, Needs attention or Couldn't check, and fix what needs attention.
Common questions
Can a pool safety inspector do an informal pre-inspection?
No. QBCC's fact sheet (effective June 2026) says that once an inspector inspects a regulated pool, they must issue either a pool safety certificate or a nonconformity notice, whatever the visit is called.
What can an inspector still do before an inspection?
QBCC says an inspector may give general advice on proposed fencing, landscaping or future designs, discuss the legislation in general terms, and explain likely compliance issues for proposed works, as long as they are not inspecting the barrier, taking measurements or forming a view on whether the pool complies.
How can I prepare for an inspection, then?
Check the barrier yourself against the main rules and fix what you find before you book. PoolPreCert's self-check is a way to do that. It records what you check and doesn't tell you whether the pool complies.
Does a PoolPreCert check count as an inspection?
No. Only a licensed pool safety inspector can inspect a pool and decide whether to issue a certificate.
